SPECIAL PROGRAMME FOR FOOD SECURITY

Phase II

Phase II of the Special Programme for Food Security (SPFS) builds on lessons learned by all stakeholders during Phase I and the Extension of Phase I, in order to create a socio-economic and policy environment conducive to the widespread adoption of appropriate technologies and practices. It is based on an analysis of the constraints and opportunities identified during Phase I.

Phase II of SPFS deals with technical solutions, policy measures, investments and capacity building programmes which will address on a large scale problems identified at the local, regional and national level as impeding sustainable agricultural development. It includes:

(i) A food security and agricultural sector policy programme, to lift macro-level socio-economic constraints and provide an environment favourable to agricultural production, processing, marketing, trade and access to food;
(ii) A rolling agricultural investment component of three years, adjusted annually to overcome the physical constraints, including infrastructure, and to increase the private and public financing of agricultural activities; and
(iii) The preparation of feasibility studies of bankable projects designed to ensure bilateral and multilateral funding.

The preparation of Phase II requires drawing up policy measures and a rolling investment/capacity building programme that should be fully integrated into national policies, strategies and institutions. The preparation of Phase II is thus a process that starts early during Phase I and is closely connected with the activities of Phase I, and in particular constraints analysis and resolution. A National Plan of Action for Phase II is prepared during Phase I and funds are identified for its financing. In some cases, it may be possible to start advance implementation of some of the investment projects and policy measures that will eventually be included in Phase II, before completion of Phase I activities. However, Phase II does not formally begin until Phase I has terminated and its conclusions and recommendations have been reached.

Preparatory work for Phase II is based on a participatory process that involves all stakeholders and takes into account lessons learned from Phase I. It may involve a considerable amount of studies, surveys, workshops and consultations, if constraints are numerous. Phase II is formulated by multidisciplinary teams organized jointly by FAO, the Government, and the interested donor or donors. Phase II may comprise a number of components, each addressing a major constraint or group of constraints identified during Phase I. Each component may be formulated separately, as soon as the need has been identified and an interested donor found. Or all components may be formulated together as an integrated action programme for increased food production for food security.

SPFS activities support the preparation of the United Nations Development Assistance Framework (UNDAF) and related Common Country Assessments (CCAs), with liaison carried out through the Administrative Committee on Coordination (ACC) Network on Rural Development and Food Security. Phase II also serves as a medium-term instrument for implementing "Strategies for National Agricultural Development - Horizon 2010", designed both to help Member Countries meet global World Food Summit commitments at the national level, and to put food security and agriculture high on national and international agendas.
